issue was related to the Sigoption RELOBJSTR Missing For RSCONFIG Application, which allows the users to select a Object Structure to set up a portlet. Once the steps to add the sigoption were taken, the Download button was working fine.

Have to rebuild all start center portlets after applying the above.
Needs to have object structure populated for download button.
Can not edit the object structure on start centers, limitation in Maximo.

Remember to make sure to choose a report object structure for your start center result set.
If you don't have any, then you will need to go into the Object Structure application to create one.

How do you activate the download/export button highlighted below.
Searched on IBM, etc can not find guidance IBM Start center documentation or in articles.
