You are correct - if PM is fixed (and the Earliest Next Due Date exists) and a corrective work order is generated within the alert window of the PM the alert would pop up irregardless if an open work order has already been generated from the PM. Don't forget, you can define the work order frequency that drives the alert.
After creating/approving the CM work order and the alert window pops up, the user needs to check a box to create the PM, so you could say that the 'default' is not to generate the PM work order. I just looked and I don't see a Signature Security option to limit the function a security group.
The Alert functionality keys off of Earliest Next Due date on the PM record. For floating PMs with an open work order the Next Due Date will be null, essentially turning off the Alert functionality.

Technically, and thanks to Mack for bring this up, if your PM is fixed and you are inside the alert window, even though you have a PM work order already open from that PM, the alert would pop up. We are not sure you would want this because it would not let you know you have the existing work order already open, so again, just something to watch for. Maximo is flexible.

It sounds like in conjunction with implementing the use of the PM alert we will need some improved reporting to help us more effectively schedule corrective maintenance work with PM work orders that have already been generated.
We will discuss creating a report or two to help with scheduling. Maybe one report to show any chargeable location with more than 1 open maintenance type WO against it in any status beyond approved but not yet completed and another report by location to show when a location has a maintenance type WO in the scheduled status to show other open WOs beyond approved but not yet completed for that location.

I agree with Chris - if there is an existing PM work order generated from the PM record, you will not get the alert. A way to think of it could be: the system is 'on alert' for any PM's that are coming due within the time window that you specify in the Alert Lead field of the PM. As a reminder, alerts also apply to meter based PMs.

The main question I have after reading about how to turn on the functionality in the organizations app is - will the alert screen appear if the PM work order has already generated?
For example -
PM alert set to occur on corrective WO status of INPLAN
PM will not auto generate on alert
Lead Time (Days) 60
Alert Lead (Days) 90
So the PM WO is generated 60 days before the PM is due leaving time for scheduling and adjusting for the production schedule. As for the Alert, I want to be notified that there is PM work for the same location/asset that the corrective work order was written against when that WO reached the status of INPLAN. I am pretty sure the alert will appear when the PM WO has not yet been generated (More than the 60 day lead time) and gives the user the option to create the PM WO at that point. My question is, if a corrective WO is submitted and the planner changes the status to INPLAN for that WO say 20 days from when the PM is due and the PM WO has already been generated by Maximo due to the set Lead time (Days) will the user still see the alert?
