That's correct. You can also insert a blank row to stop the file from executing all the rows. Say you only want to delete the first 10 records, add a blank row in after the 10th record and MxLoader will only action the records above the blank row.

I've tried that before and it seems wipe out everything, depending on what table you're hitting. I guess you reduce your results to what you want to delete, the put delete in C1?

Short answer is yes, you should just change the value in C1 to "Delete."
Do you get an error? If so can you please post that, a screenshot of your sheet, and whether or not you're using REST/OS?
