Maximo 7.6.0.8 also allows users to cancel PNDREV revisions whilst not affecting the APPR version.
HOWEVER... if you have elected to order the screen view so that it opens the
highest revision by adding something like
orderby="REVISIONNUM desc" to the header in PLUSGPO.XML (which 99% of the time shows the APPR, CAN or CLOSE version) then this can confuse users if the version you cancelled had the highest revision number. This has led to some users believing a PO was cancelled when it was only the most recent version. If an issue, simply revise the APPR version, make no changes and reapprove!

Out of box you can cancel a PNDREV PO and the previously approved PO revision still remains valid (so you can receive, revise again, etc.). I believe there were issues on some versions of Maximo, but I'm not aware of any issues on any relatively recent Maximo release (7.6.0.9+).
