As it stands today, that's correct. If you have sufficient resources on a laptop you can get a basic OpenShift install, but once you need to install the components for MAS it's going to be too large for a laptop. I think what organizations will do is define an OpenShift environment and spin up multiple MAS "instances" inside that OpenShift environment for users to have their development labs if you will.

No. You can still use the core Maximo Asset Management software on 7.6.1.X for the foreseeable future on existing technologies, but the new functionality and the additional products you're entitled to will only be available in the Maximo Application Suite which will require OpenShift. With the IBM acquisition of RedHat, it makes to standardize on their Kubernetes solution.
