To me, this is just a challenge!
Yes, it is possible to "sort" these values – You can do it through one of the xml's in Application Designer using the "orderby" command.
While this IS possible, let's review practically what this means. We can't automatically determine which code are used most, that would require programming code modifications in MAXIMO. So, to get that information, you would have to periodically evaluate the usage of the codes. Once evaluated you need to present the information in a viable way. You said you didn't want to add new codes, so that leaves only the description. You could develop an internal process that says the top three codes are prefaced with A1, A2 & A3 in the description and then do an OrderBy on the description to force those three to the top of the page.
While this is possible, it does create a lot of manual intervention – not what I think an effect CMMS is all about!
I assume the reason you started this thread was to make it easier for Tech's to select values especially if it goes beyond one page (if not, please correct me and ignore the rest!)…
Why don't you Simplify?
I'm an advocate for using only 5 Failure Codes… These 5 cover every combination I need!
If you develop a simple solution with 5 Failure Codes and keep your causes and remedies reasonable, you will never have multiple pages of codes and it will make it much easier to select for the Techs!

Is there a way to rearrange the Problem codes after being saved without creating a whole new failure code list? I would like to rearrange the Problems, Causes, Remedies according to usage and not the way they were entered into the system.
