When you see that error, go back to Report Administration, open that report design record, and click the Generate Request Page button.

The file name I was trying to upload ended in RPTDESIGN.XML
I changed to the RPTDESIGN file and it uploaded.
Is there a way to run it manually to test it? When I tried it said that the Request Page had not been generated.

Make sure the report file name matches the report verbatim (including any dashes, underscores, etc.) in the Report Administration application. This is different than Application Designer where there is an ID in the XML that tells us what you are importing so the name doesn't need to match. For reports, we want to ensure you're importing the correct record, so we make sure the file name matches the report that you're importing.
