If some files are processing and not others, then there's an issue of some kind with the file. Make sure the integration logger is enabled and set to ERROR (or lower, though be aware that DEBUG is very verbose). By default, this logger is not ACTIVE. If you change it make sure to save and use the "Apply Settings" action to apply the change.
When the cron task runs look at the Maximo log for the JVM it ran on and try to review why it failed.
You can also grab the file from the server and try to import it manually from the front end to see why it failed. Go to the External Systems application, filter for the appropriate Enterprise Service, and choose Data Import. Select the appropriate file type, import preview, and choose the file utilizing the "Select File" prompt.
