I'm not seeing it in a few of my 9 environments I reviewed including Maximo IT & another with Spatial as those two were the most likely ones I could think that would expose it. The core product uses iframes in a few different ways, including rendering the applications underneath the header bar and in the new Operational Dashboard for external content. And I think it's used in some of the upload file scenarios and probably others. There's definitely an iframe component, but I don't think it's intentional to have it in the core product in the Application Designer framework for customers to use though.
There are various companies that have built an iframe control so it's possible there's an extension in your environment that exposes it.
