Thanks Jason! You are right - the db value is irrelevant.
The maximo system users were not setup in AD while installing Maximo. MAXREG & MXINTADM were missing from WebSphere but MAXADMIN was present. Creating the accounts and resetting the password from WebSphere worked.
Longer term, we will get these into AD.

Go to the System Properties application and see what mxe.useAppServerSecurity is set to. If it is set to 1, then you authenticate against LDAP, not natively against Maximo. And in that case, what is in maxuser.password in the database is entirely irrelevant. You would need to have your LDAP admins set the password for those users.

Running into an odd issue. We are on 7.6.1.3
My org which I recently joined don't have the maxreg or mxintadmn passwords. We want to change them and vault it.
My maxadmin credential works. We have enabled LDAP and VMMSync. Something is preventing me changing the password of maxreg and mxintadmin via the UI. Always thought this was possible.Also unable to change this via SQL - updated the maxreg with a known error encrypted password and that didn't work.
Would love any ideas or thoughts on this please
