Regarding #1, that shouldn't be occurring. I'm not sure if you're doing this on a mobile solution or using timers in core Maximo but you should only get 1 entry when using a timer. Most people are using a mobile utility if they're using timers so I would reach out to the developer for it.
Regarding #2, is this an out of the box report or your custom report? The reason I ask is the other labor transaction with a time is against task 10 and not the main WO. Depending on the join you make between WORKORDER & LABTRANS would determine whether you would see this in the report. On LABTRANS the REFWO field will correspond to the WONUM of the task, not the main WO, so your join needs to account for that. It's also possible that there is a rule in your report to ignore values where the regularhrs are 0 which would explain those records missing. I glanced at the out of the box woprint.rptdesign and it seems like it would show all of those transactions like it should.
