Hi Brian,
May be my answer is too technical but the first thing I would check is if Work center is able to connect with Maximo context.
You can do that from a web browser( preferable Chrome or Mozille) - use CTRL+SHIFT+I to open developer tool. Go to the console tab and reload the page. If you are getting $M is null error in the console then it means the work center is not able to connect with Maximo context which is defined in the config.json file( you already have done some checking there).

Do you have all the security granted and are you only seeing this with the Work Technician and Work Supervision Work Centers? I had this same issue in a demo environment a few weeks ago. I'm chasing it down for you now. Someone else in this community may know the cause though.
