 Add rows to a Table

I am working in Maximo 7.6, and I used Application Designer to build an application that contains a table.  Users are not seeing the option to add rows to the table.  What should I do to resolve this issue?

Please clarify:  Are you saying that in Application Designer there is an "Add Row" button on the table but users don't see it, or that there is no button there at all?
