Another method which is available where workflow is used, is to have labor transactions etc. as conditions for status change. This can deal with logical combinations based on e.g. work types. I have set this up so that the work type dictates both the failure report requirements (this can be to only level 2 for example) and labor reporting. I have also used an automation to prevent users entering labor transactions where the hours are 0, so these should never be an issue when moving status. These are separated simply because labor transactions can occur at different times from the status change such as when a job takes many days and labor reporting is done daily.
The workflow method does have the disadvantage - depending on your process - that work orders already in workflow may not have the change applied, and need to be stopped and restarted, however if your model is that workflow is used to move status to status (applying the correct checks and balances) and stop, then few items have live workflow at any one time. An automation change would of course be applied immediately.
As with so many things in Maximo, this may or may not be the most efficient method, but it works ;-)

I believe I have to agree with Julie Shaw:
A recommendation is to add validation upon setting the WO Status to COMP that there be at least a single LABTRANS entry. This would allow WOs to be set to CAN without the validation. If you are approving labor transactions as a secondary step, it would have implications on the method used for the validation. Automation scripts seem to be the tool of choice.
But, perhaps someone else has another idea?
