There has never been a lookup for the numeric range domain as it's a simple validation. I create a numeric range 0-5 in steps of 1, which means only the values 0,1,2,3,4,5 will be accepted, therefore anything else is invalid. As you can input any number, there is no option to have a list; otherwise, you'd be using a numeric domain.
To answer your question, you can't. You have to think about the intent of the data and the associated validation (if applicable) that you want. If you are after a picklist, then the numeric domain can be used, if you don't know what the value is or rather to check human error, then a numeric range domain can be used, I call that the fudge or fat finger factor. A dial reads 1.15 and the human enter 1.13, which is not possible as the gauge being read on reads in steps of 0.05 between 1 and 2. So, 1.13 could never have been what the technician saw...they need to either correct the entry to 1.15 (actual read) or go back and do the reading again.
