It sounds like SAP is the system of record for your inventory data so the Maximo way of addressing this may cause other problems. You can add items to storerooms (if not already in a storeroom) in the Item application.

And you can create INVBALANCES records for that item in the inventory application.

But there are financial transactions associated with these actions. For example, normally you should add a new INVBALANCES record with the quantity of 0 and then receive items from a PO. There are other ways in Maximo to create balances (like a balance adjustment) but again, those are financial transactions so you should be careful if you're not sure what you're doing.
Without knowing the business processes associated with the integration, I would recommend confirming internally the proper way to resolve this. The last thing you want to do is fix the balance problem but cause issues in an accounting system.
