I've seen that when you try to change a job plan status to INACTIVE, but going to ACTIVE on a new job plan doesn't have a lot of additional validation. When you go to INACTIVE it's trying to look at all the potential references (PMs, routes, etc.) to ensure that this job plan isn't referenced on any active records. There's an IBM technote on that scenario: Cannot change active Job Plan's status with error "BMXAA4042E - The status cannot be changed for the selected records"
Is the base language in your environment English? If so, I would recommend trying with your language set to English before trying to change the status. There have been some defects with Maximo when using alternate languages.
Since you're using the legacy tivoli09 skin you're not on MAS. But if you're on 7.6.1.3 and have MAS licensing (or have purchased extended support for 7.6.1.X from IBM), it might be helpful to open a support ticket with IBM. New defects are unlikely to be addressed but they'll be able to review logs with you to try and narrow down the issue. Or might know of a defect on your specific version.
