Danny,
One way is to limit the object structures in security groups. For those you have given permission to use the MxLoader functionality, security groups provide a way to align that permission a bit better. Only give the permissions to object structures that you deem needed by those individuals in that group. This will provide the safety precautions you would be looking for. The picture below is just an example but can be used with the object structures you choose.
I would create a security group specific to the needs you have for the permissions and then add those folks into it that you would need. Be aware, however, if they are in a security group that has higher rights that will allow them more access, so you may need to revise their roles in those and maybe limit or set the one you are making similar with less permissions.
