Your best bet is to create a start center template that is designed for mobile / 'everyplace' access, and then assign it to a security group for people that need it. Once that is ready, they will need to designate it via the display settings option and identify it as 'mobile':

Any result sets should be directed to applications that are configured for mobile access as well. If you want to see what that looks like, take a peak at a video on Quick Reporting in Maximo and jump ahead to around 31 minutes. 

Thank you for your help.  I think I need to rephrase my question.  I edited it but will respond here as well.  "Is there a way to make it "Is Mobile" automatically without them having to select it through the display settings on the Desktop Site?  That way when they log into Maximo the Mobile Start Center is already displayed."

They should only need to do so once, after each time they pull in an update to the start center. Maximo should auto sense the device and push them to the mobile login to display the mobile start center once credentials are accepted.
