What is happening here is the inspection form would try to set the ORGID field on the job plan. As you mentioned, all inspection forms will have an ORGID (and most will have a siteid, though the siteid is currently meaningless from a Maximo perspective). Because an inspection form is required to be at the ORG level today, it won't work on system level job plans (no ORGID on the job plan) since those could be applied to a different ORG that can't utilize the inspection form.
You can't change the job plan in a supported way to add an ORGID, even during revisions. You would need to create a new job plan with an ORGID specified.
