That error message implies a data issue rather than a syntax issue. It looks like you're importing data for a closed WO, SR, or other object that does not allow changes to closed records.
The easiest way to create an XML file for Import is to first do an Export for a similar record through a Publish Channel for the same Object Structure and then add the "action=" to the main object tag and make any necessary changes to data values.
