Interesting question. I've seen many customers use Excel, store the files on SharePoint or shared folders, and then import them into Maximo via an autoscript / cron task. Some customers use mobile apps to capture the data directly as meter readings, either through Inspection Forms or Work Order Measurement Points. Maximo Transportation does have this capability, but interestingly, in most cases, even when customers had it, they didn't end up using it for various reasons. I'm also curious to see what solutions others are using.
