I'm trying to add a parent location in Maximo, but I'm getting the error "Location is not in system PRIMARY" even though the system is already set to PRIMARY. I've checked the hierarchy, and everything seems correct.

Is there anything I need to modify or change before adding the parent? Has anyone encountered this issue before? Any suggestions on how to resolve it?

When you were creating that new Location record, were you duplicating an existing record or starting a brand new record?
