I am trying to build a package to migrate from a Maximo Dev environment to a Staging or Test environment.

The package is being built and has a status of CREATED, but it cannot be deployed because no file has been created.  There are no error messages in the log that I can see, any ideas as to what might be causing this to happen.

Is your Manage Targets setup correctly with a Database URL or File Path to a folder that has permission? Do you see the file on the server?

That solved it... the folder did not exist on the server, so I created it, and granted full permission to everyone.
