For clarity, you're only talking about Application Designer, correct? You should be seeing the icon in the actual applications on a textbox input.
Every UI control has a mode for when it's in the actual application and when it's in Application Designer. I've always assumed IBM just missed adding the logic for the long description image on the textbox input since it's almost always part of a multipart textbox. If you switch to the Advanced Tab and put img_longdescription_on.gif in the Detail Image, you should see it even in Application Designer.
