my first thought is to create a result set KPI on the start center. These you can do per department and you can color code them with red font to show new SRs coming in.

Hello Shannon,
We are using version 7.6.1. We are not using mobile at this time. Hope to have that soon. We also do not have an exchange server. Currently we have start centers set up for each Department, when we have someone put in a service request if the managers are not refreshing their screens they are not getting a notification that there is a service request that they need to view. Is there a way to have a message pop up that says you have a new service request? And do that by Department.

Have you looked at our bulletin board functionality to determine if that would meet the requirement? It's not a flashy in your face notification but it's something you can use system wide or target a group of people (utilizing person groups) and they can see no matter which application they're in. You would have to create the bulletin board record through automation based on what you want but that's pretty easy to do. And it doesn't require the user to have an email address to see.
