I would absolutely recommed against taking the reporting capacity down to a single JVM.
It is all too easy for a user to submit a report that can cause significant problems e.g. users who try and export X years of workorder records. Restrictions can be added to prevent these problems but it requires skill and time.
The RMI JVMs could be decommissioned but the RMI JVMs don't normally use a lot of RAM.
7.6.1.3's memory requirements haven't dramatically changed since 7.6.1 so the client shouldn't expect to make major savings.
You don't describe how many JVMs are in the system & the number of users on each JVM / fix pack versions / frequency of JVM restarts. These can all determine if there are too many JVMs.
