There's not a supported method to do this and it's quite tedious, especially for larger industry solutions/add-ons like HS&E. You can't just create a new install without the product because the various attributes, objects, relationships, etc. would still be referenced in the database. This would lead to a ton of errors because of missing java classes.
Industry solutions/add-ons like HS&E have a prefix such as PLUSG in HS&E that is typically used on the app names, object names, attribute names, etc. that you can work to analyze to remove. In Maximo there is a concept called a DBC file that helps automate some of the tedious aspects such as dropping an application will work to remove references in various tables. But there are pieces like the LIBRARY.XML where a lot of system level dialogs are stored that you would need to work on removing in addition to removing any HS&E references in cloned or custom apps you may have used.
Especially with MAS where you license based on app points, I would question the value of removing it. I would recommend removing security rather than spending the time to try and remove it from a technical perspective.
