There is an option in Organization setting to require shipment for all transfer.
Does this really force shipment creation and shipment receiving for any storeroom to storeroom transfer? 
I enabled this option assuming that it would force me to create shipment and not allow direct transfer from one storeroom to another. After enabling this, I went to an inventory record, performed "Transfer current item" action and successfully transferred the item to another storeroom without shipment!  Now, I am confused as to how this option is really supposed to work? 
Would be helpful if anyone can share insights in to this. Thanks.

All that option does is dictate how shipments can be transferred.  The process is always an option in Inventory Usage.  There is nothing in Maximo to force a shipment for each transfer.  Build the shipment transfer steps into the process for the end -user to follow.
