Any site level object (asset, locations, PM, work orders, etc.) cannot have the siteid changed. In database configuration you can see what the "Level" is which defines how data is stored (SYSTEM, ORG, SITE, ITEMSET, COMPANYSET or on some objects like JOBPLAN a combination thereof). When a record is at a site level, generally speaking (there are some exceptions like MULTIASSETLOCCI on a work order) the records referenced on the record must be from the same site. When your PM is site ABC for example, you can only pick assets and locations that are siteid ABC. When your asset is in ABC, you can only see locations in ABC. When you create a record, your user record has a default insert site (maxuser.defsite) that will be used on records you create. If you do not have one set, any site level or org level object will not let you create a record until you do.
One of the most fundamental security controls in Maximo is site access which controls which users can see data for a given site. For example, you can say a user can only access site XYZ and no matter how they try to access it in Maximo (a report, using the advanced search, etc.) they will not be able to see a record from site ABC.
Some objects (like assets) can be moved across sites. If a vehicle was in site ABC and you need in XYZ, you can use the Move/Modify action to move the asset to XYZ. In that scenario, the asset becomes decommissioned in the original site, and a new asset record is created in XYZ. There is an ASSETID column that gets set on the asset to link the asset as it goes across sites.

In IBM Maximo Application Suite, when I create a new Asset, the Site is automatically set to ABC and is read‑only.
I have:
- 55 Locations with
SITEID = ABC - 9 Locations with
SITEID = XYZ
All 64 locations exist and are visible in the Locations tab (using All Records, not by using Query), but when assigning a Location to an Asset, I can only select the 55 ABC locations (which are present in the Query). The 9 XYZ locations never appear.
Question:
What configuration makes the Asset Site fixed to ABC (user default, security group, app config)?
