When making requests through the REST API after restarting the Maximo server. The response time is very long

I've honestly never spent time investigating the cause because it's a very short-term problem but certain processes in Maximo like running a report are slower the first time after a restart. When we trigger a restart manually the first thing I do is login and navigate to a few key applications, run a few reports, etc. to help build up the cache before users start using it.

Are you seeing the performance hit with a specific API (IE the whoami request, a specific object structure request, etc.) or generically with any REST API request? 

We have developed an APP using REST API format, but after manually restarting the server, the first login call to oslc/login will take a long time to request
