Application Import/Export is something that needs to be enabled in the application with the same main object as the main object in the object structure. Phrased slightly differently, the main object of MXPERSON is PERSON. To import/export data, you need an application (like the People application) where the main object of that application is PERSON.
The export is the easiest to explain because you are going to filter for the records that you want to export inside the application. For example, if I wanted to export my person record, I would filter for personid='SSHULL'. I wouldn't be able to do that in the object structures application.
Based on your screenshot, you do not have security access to add application import/export capabilities to an object structure. If this has not already been setup for the People application, you will need someone else to open the MXPERSON object structure and add application import/export functionality to it.
