I would open the Location record, choose "View Work Details" from the More Actions menu, and look at the Work tab -- probably removing the default "Is Task?" filter then refreshing the table. I'm guessing, but maybe it is fussing over a record in the Multi-Asset/Loc/CI table or a Task record -- things that would be less obvious when looking for open Work Orders.
Other than that, can you query the database directly? Can you replicate the issue in a different (test) environment? (Preferably also to be tested in a test environment) Can you decommission other Location records without getting the same error?
