Out-of-box, MATUSETRANS does not have an application of its own.  The usual place to see this data is in Work Order Tracking, on the Actuals tab, then the Materials sub-tab.

So maybe in Work Order Tracking's WHERE clause, enter:

wonum in (select refwo from matusetrans where assetnum = '13119-28' and siteid = 'yoursiteid')

There's not an out of the box application that displays all the MATUSETRANS records. You can view the details for a specific inventory item using the View Inventory Transactions in the inventory application, you can look at it in the Actuals tab for a Work Order in Work Order Tracking, etc. I know you can see tool usage for an asset but I don't think we have a dialog to show if parts were issued to the asset. You're likely better off querying the database. 

Assuming you're trying to look at the MATUSETRANS to be able to delete the asset, be aware that MATUSETRANS records never support deletes. This is important history that means something from a financial perspective. That's why we don't allow deletes. You would need to change the status of the asset to decommissioned.

Just as a side in Work Order Details report all the Actual data is reported.  If there is no data then the table is not displayed, which is true of all the Details reports for all applications.
