The work log is for entries made directly in Maximo. The communications log is for communications sent / received regarding the work order.
Assuming you have your maximo configured to send email, then you can create -> communication and that will bring up a dialog similar to email to send the email. If you leverage a communication template then you can reference data fields from the work order. If email listener is setup and configured, then you can receive emails back onto the designated work order, usually based on something key in the description / subject of the email
