you need to track the message back to the ORACLE system and see how the message changed as it went through the different operations.
Did ORACLE send the empty message?
If ORACLE sent an empty message then it suggests that the mechanism used to identify records to send is triggering on the wrong conditions.
Did one of the earlier interface compoinents change it?
It has been a long time since I worked on an ORACLE EBS interface problem.
