Yes, I agree with Point 1 - it makes sense that users may not always land on the Start Center upon login. As you pointed out, they can directly access other applications like WOTRACK, use bookmarks, or follow links in email notifications. So relying solely on the Start Center to display a pop-up wouldn't guarantee visibility, and that's a valuable insight.
Regarding Point 3, I also understand the limitation in Maximo Application Suite (MAS) - especially since titlebar.jsp is no longer used and users may access modules outside of Manage or via mobile. It's clear that enforcing a universal pop-up across all platforms, including mobile, is not straightforward in MAS.
However, on Point 2 - the suggestion to customize titlebar.jsp in Maximo 7.6 - is this the only viable approach within classic Maximo to implement such a mandatory, system-wide acknowledgment dialog? Are there any other alternatives that could achieve with behavior, such as a global automation script, or any other easiest way?

I don't think you would want to do this on the start center. It sounds like you're trying to force an explicit acknowledgement before providing access to the system. There are many ways a user can launch Maximo and not hit the start center at all. For example, the user could configure their default application to be WOTRACK for example. Or they could click a link in an email that takes them direct to an individual record. They can even bookmark a link that takes them straight to one of the pages. There's no way to prevent any of this.
In 7.6, if you're adamant about implementing this in Maximo, I'd look at adding a customization to the titlebar.jsp (in the applications\maximo\maximouiweb\webmodule\webclient\components path of the install). This is the header at the top of every page so could help cover more of those scenarios.
In MAS, the titlebar.jsp is no longer utilized and the user may login and utilize the system without ever touching Manage. And then you should also consider how you would communicate the message on mobile. I don't think there's a clean solution here that provides a mechanism to force the acknowledgement across these platforms.
