The USERMANAGEMENT security group is the default security group for user management when you upgrade to MAS 9.1. In previous MAS version this was a checkbox on the users. By default MAXADMIN will have access to this group but individual users will need to be granted this group. Authorized group reassignment also moved to the top right corner. This took me a minute to find the first time.
