When you granted security, did you Apply the Template to ensure all the Object Structure Authorizations that are required were granted?

Thank you for the quick reply!
Initially I did not. After your message I went to Security Groups and applied the Template as you recommended.
Logged out and then logged back in, but the Create picks option is still missing.
Do you have any other idea?

I have a 7.6.1.3 environment and tested and can see the Create Picks option after I apply the template.  Let me ask around on other reasons that the option may not appear if its not security related.

Have you tried to disable the rights/access to related Object Structures and/or to INVENTORY application (Manage Inventory) and tried to apply the setup again?
I'm afraid that this caused the issue in our case.

I did try to remove some of the Object Structure authorizations and didn't have any luck with the Create Picks not showing up.  If I don't have access to the Object Structure, MXAPIINVPICKLIST, I can still see the action after I check the checkbox next to the reservation, but I get an error message saying I don't have authorization if I try to click Create Picks.  You can see all the Object Structures that are granted when you apply the template by selecting Object Structure Authorizations.  Some of the OS have Signature Options associated too.  If you look through these, is everything granted?

I had someone look at the logic associated with Create Picks.  Create Picks should show up after you check the checkbox next to the reservation and reservation can't have a tostoreloc on it, e.g if you have a reservation in Central to transfer to Atlanta storeroom,  you can't create a pick list for this. 

I would suggest a support ticket as a next step to get this resolved.

I've opened a case with IBM and they clarified what was missing: Organizations > Inventory Options > Inventory Defaults > Automatically create usage documents for new reservations? should have been checked.
Now it's Ok.

Hmm, I didn't realize that was a requirement.  I learned something new.  I'm glad it's easy for you to enable.  You will notice there are fields on the Inventory Usage record that reference if the item has been picked on a Pick List.
