The reason the Supervisor from your JobPlan is being applied as because the JobPlan is applied after the PM is created and therefore any fields like Supervisor, Lead will overwrite what is on the PM Record. It is not good practice to have it on both the PM and the Job Plan but each client will have different reasons why. My preference is to put it on the PM as the PM is usually specific to the Site and Location/Asset the work order will be generated and determines who the responsibility will lie with such as a Supervisor. With the Job Plan being a template that can be reused for different types of PMs and Location/Assets the responsibility such as Supervisor may not always be the same person especially in larger organizations and leaving it blank is the way to go.
My go to is on the PM and sometimes there are exceptions but very few. Also it make it easier if that Supervisor leaves or changes role within the organization that you only have to update PM records and existing Work Orders and not JobPlans as well.
