"Create Groups" primary usage is for joining more than 1 questions together under a section.  Seem like this function was designed to help end users group questions together if needed.

Once a question is created, click on the checkable box on the left to activate "Create Groups".

I ran across your question today searching something else but I wanted to offer my help.  In order for the Create Groups option to become active, you must select at least two questions in the form that you want to be in the group.  Hope this helps, although a little late!.
